Extended maintenance is up, but we’ll not see Patch 2.4 yet… Better make sure to do the Children’s Week quests today or tomorrow, or loose your chance to a cool (or a second cool, if you did it last year) pet!
Regarding the fluctuating PTR:

So, not extended, but normal, IMO.
