Garona is a tragic half-orc. Sargeras cursed her to not find true loyalties either with the Horde or the Alliance. Khadgar and Garona are, both, victims of Sargeras. Khadgar was aged into an old man at his barely early 20s. Garona was forced to kill King Llane against her will through a sort of magical brainwash or curse placed upon her.

I am surprised she would have an affiliation with the Twilight’s Hammer, specially since they still have old Horde membership. However, let’s face it. Would Garona feel any love for the new Horde specially when Thrall is wearing Orgrim Doomhammer’s armor and his Mace? Garona was tortured by orders of Doomhammer to force her to reveal the location of the Shadow Council.

If anything, she should feel angry with the Horde.
