Who teaches you how to create the Goblin Rocket Fuel plans for an Alchemist? I remembered someone mentioning he's in Ratchet or Gadgetzan.

Believe it or not engineers teach it to you. You'll have to ask them to make the you the recipe.

Nickthered is right, Engineers do write this recipe. Sometimes you will find it in the AH. Hope this helps.

Sorry my question wasn't specific. I am an Engineer and would like to learn how to create these plans for Alchemists. So where is it taught?
