You need to see a master leatherworker.

go talk to a leatherworker tariner, they will tell you that your skill has surpased theirs and to go talk to <Artisan Leatherworker> in <Town name>.

On the Horde side it's a female tauren in Camp Majoche in Feralas.

Artisan Leatherworker: Thunderbluff, Mulgore; Darnassus, Teldrassil


Master Leatherworker: Camp Mojache, Feralas; Aerie Peak, Hinterlands

Master Dragonscale Leatherworker: Dustwind Gulch, Badlands (horde only and gives quest); For alliance, Master Dragonscale Leatherworker Peter Galen can be found in Aszhara, south of the Ruins of Eldarath and east of the Forlorn Ridge.

Master Elemental Leatherworker: Tanner Camp, Searing Gorge; another in Arathi Highlands (gives quest)

Master Tribal Leatherworker: central Stranglethorn Vale; (Tribal Leatherworking Quests are from a Leatherworking Supplies Vendor on the far side of the building that the Master Leatherworker is located in, in Feralas.) Tribal Leatherworker also in Thalanaar, Thousand Needles (alliance).
