Reputation affecting training costs

I just want to confirm that the training costs decrease as your reputation increases? I'm assuming that explains the difference in price I'm getting

level 21 orc rogue - mining

Appr - 9c
Journey - 4s 50c
Xpert - 45s
Artisan - 4g 50s

level 1 orc mule

Appr - 10c
Journey - 5s
Xpert - 50s
Artisan - 5g

If I've understood that wrong can someone set me straight?
