Any way to determine the respawn rate on mobs, resources, etc?
If this infomation is already available can you point the way to it?

To the best of my knowledge there arent any clear and hard facts on respawns.
Here is some general info :
Mobs which are related to quests have much faster respawns than standard mobs. ( i.e kill X amount of mob, or collect X amount of item drops of mob, typically around 4-5 minutes)
Standard mobs have varying respawn rates, some spawn fast some spawn slowly, it would appear that Blizzard made it this way so that players could grind their levels instead of quest. ( most mobs spawn around around 5-7 minutes )
Instance Elite mobs have much slower respawn times, this is usually around 2 hours, but does vary from instance to instance. The exception to this rule is patrol mobs which spawn at similar times to normal mobs.
Elite mobs outside of instances seem to have similar spawn rates to normal mobs.
Silver Mobs have much slower spawn rates, probably around the 1 hour - 24 hour spawn time. Sometimes they spawn right after each other so its hard to tell for sure.

Doubt it, im pretty sure its all "server side" variables.

Would be handy to know though.
Are you looking at grinding on some fast spawning mobs to level up faster?
If so I can recomend some mobs which do spawn fast for you, just let me know what level you are and I will point you in the right direction.

Just fyi. I've been playing WoW for a while now and have done my fare share of grinding. I've recently started a hunter ( I wanted to see what all the hype was about) and I found that I can kill 4 times as fast with my BM hunter. Anyway, to get back on topic, after grinding with my Ice spec mage, which is reletivly slow, and now grinding with my BM Hunter (very fast) I found something very interesting in terms of respawn rates.
When I was grinding with my mage, lets just say for the sake of discussion, that After killing 10 mobs (slowly) the first mob I killed would respawn. But he would be behind me as I make my way through the crowd. With this pattern I could effectlivly make a circle pattern on the map and end up where I started. All the mobs would have respawnd and I could continue the grinding circle.
But now with my hunter, I noticed that being able to kill VERY fast would prove useful in grinding. Almsot too effective because I assumed that I would kill all the mobs before they could respawn and I would have to wait and wait and a wait. But I noticed something, It seemed (and I tested this many times) that the faster I killed, the faster they respawnd. Almsot as if there is a code on the sever that states there MOST be a certain amount of mobs in a paticular area. and if the number drops below a certain value, they respawn. I'v even seen it where after killing a mob, he would respawn immediatly in the same spot. Actually I've seen a mob do it 4 times and I killed it 4 times back to back. This was fine by me, as it made my grinding job much easier. lol
So, in short, the faster I killed, the faster they respawnd. Maybe this is a glitch but I've tested it and found it to be true. Maybe someone can shed some light on this.

From all I know, mobs' respawn rates ARE effected by random conditions and circumstances. However, I always assumed that its based on how many players are in the area, but from what you say it would seem like its based on the actual kill rate. Indeed, maybe someone can shed some light into this?

If you want to see the fastest respawn rate in the game, go to 1k needles, go to the harpy cave on the southern wall, and clear it. The harpies have a respawn rate of less than a minute!
(AKA go there at level 29 and grind until 32!)

i grind the rock elementals right now, and it seems that the level 40 elementals i kill respawn slower than the 37-39 elementals, so i think it does scale with length of time to kill

also to help back this idea up...a lvl 40 killed a lvl 18 quest boss, and one shotted him pretty much, when he left a minute later, the boss respawned, a lvl 19 came through and spent about 30 seconds to kill him, and i had to wait 3 minutes for the respawn...so i think it does scale

Hmmm...nobody actually gave the OP an exact answer to his question....so here it is. 100% fullproof.
Step 1: Go find mob.
Step 2: Acquire stopwatch
Step 3: Kill said mob.
Step 4: Start stopwatch
Step 5: Wait for mob to respawn
Step 6: When mob respawns hit "Stop" on stopwatch
Step 7: Look at stopwatch and read time.
I know, I'm all l33t with the add-ons.

First couple of days in outlands in hellfire... respawns were popping so fast that the bodies of the previous two kills of that exact mob would still be there.
Faster they are killed, faster the respawn from what I have seen. Can't wait till it quiets down and you can get some simple grinding done without them popping on top of you.

It was confirmed by a Blue (Don't have access to it now, behind work firewalls) that there is code in place that determines the quickness of MOBS being killed and how fast they will respawn.
That way it helps with heavily populated areas and stuffz!
