Items which provide +hit chance will now be allowed to counteract the increased miss chance penalty of dual wielding. This is great news for dual wielders, as you can now go above the 5% chance to hit cap.

well, mainly a buff to combat rogues imho, as they have it rather easy to get 10%+ on ToHit, which is an effective 13% increase in white damage

depending on gear its a better buff for warriors (fury), depending on how its to be interpreted.
To be honest I am not certain but I THINK the main hand miss chance is 5% and offhand is 25%, so upping the chance to hit by 5% would mean 0%/20% which would mean that you generate 10% more rage with enrage as opposed to the previous 5%.

Both the main hand and offhand incur the same dual-wield penalty of ~19% (+5% base = 24%). However, anytime you use an attack ability, Sinister Strike, Heroic Strike, Bloodthirst, etc, the attack fires off of the main hand at the standard 5% miss penalty.
Basically going beyond the +5% to hit threshold with gear will increase your white damage while your yellow (attack ability) damage will remain the same. For a Warrior, who has much more Attack Power than a Rogue, this means Rage will be flowing in at a much higher rate.
White damage for a Warrior totals a higher percent of their total damage than a Rogue's white damage as well, so theoretically this change helps Warriors more. But then Rogue's have a Precision Talent, so they are spotted 5% to hit off the bat (if you choose that talent).
