I read somewhere that there is a duel wield penalty to hit. Does anybody know what the penalty is? If so, would it be better to use a 2h weapon (even if it doesn't give you as much dps) or not?

Possible only for warriors, rogues and hunters.
Inflicts a 24% base miss rate (compared to 5% for wielding a single weapon).
(this applies for maximum weapon skill for current level and is likely higher if skill is lower than maximum)
The weapon in the off hand inflicts only 50% of its damage.
Note: The Rogue's dual-wield talent increases the off-hand weapon's damage from 50% up to 75%.
Note: The Warrior's dual-wield talent increases the off-hand weapon's damage from 50% up to 62.5%.
Also proc rate off-hand weapon come to 50% of proc rate main hand

Is that 24% miss rate for main hand and offhand white damage? or just offhand?

This is only true due to specials being activated off your main hand. for whote damage only, the proc rate is unaffected.
