Those people with blue question marks above their heads

What exactly do they do? I know when I click on one in the Undercity, I get some guy asking me to give 60 pieces of Wool Cloth.

Now - I'm wondering, what exactly is it that I get for this, and why would I do it? I've noticed them in most of the big cities, and I was never really sure what the point was...

A blue question mark means a repeatable quest. You generally get repeatable quests for 1 of 2 reasons:

- to increase your reputation with the faction the NPC belongs to (this is the case with the cloth hand-in quests in capitals)
- to get an NPC to create you an item
