I have a gnome rogue that I choose to go engineering. I know about the specialization gnome or goblin but my question is this...if I choose to go Goblin can I use items crafted by Gnomish engineering or can I only use devices that I can craft.

Certain items require a specific engineering to use, so some items may require gnomish engineering to use. But that doesn't mean that all gnomish engineering products can only be used by people who have gnomish engineering.

No item has "Gnomish" or "goblin" engineering to be used. Only to be built.
That means only Bind on pickup items has to stay on the person who made it.
I have a skill 300 goblin engineer character and two skill 300 gnomish engineers and my gnomish engineers all have goblin jumper cables and my goblin engineer has the net o matic and the gnomish rocket boots.
If you are a Rogue then goblin engineering is the way to go.

Actually the oh so useful World Enlarger requires gnomish engineering to use. So, uhm, doesn't really matter which you choose.

And the transporters (which should have just been BOP anyway) require the particular faction to use. Otherwise, all goblin/Gnomish items can be used by the other specialization, assuming the items are not BOP (like the goblin dragon gun/gnomish death ray).
