Macros, Emotes Mod in Toolbar

Does anyone know what mod is used above the toolbars in the screenshot? The one with the "Macros, Emotes, etc." words on it? If that does what I'm hoping it does, that would be very useful for saving space.

could be anything, i think its Discord Action Bars with those buttons at control tabs?

Aww if it's Discord Action Bars, then I'm SOL. I was hoping it was a stand-alone mod from the toolbars. I'm a recent converter from Discord Action Bars to Bib Toolbars -- not sure if I want to go back to Discord.
