New Servers...

Just a few questions, for those of you who might be enlightened. First...is WoW.com the first place that new servers are announced? Secondly...are any servers expected to open in the near future? And lastly, what's the policy as far as moving characters across servers? Are any servers safe from the influx of higher level characters? Is there a cap on how many can enter a new server?

I believe when they implemented the char transfers, they put in a restriction that you cannot transfer to a server younger than 60 days.

The receiving server needs to be 90 days old.
