A bit of a tricky question to answer, as I'm not really sure what you're asking - but I'll give it a shot.
All of the "new stuff" that's been added in patches since March is still in the game. No need to buy the expansion for that, just reactivate your account and game on.
When the expansion comes out, you will have to buy it if you want to level to 70 and experience most of the new content in the patch, including the new classes and the zones/instances in Outland
You can keep playing as a non-expansion character even after the expansion, saving you some money but limiting you to the current lvl 60 endgame (which is still pretty massive)
As for whether you should buy it, I guess that depends on (among other factors) at what level you play the game. If you only have one or two lvl 10-30 chars then there might not be a lot in it for you, tbh - 95% of the expansion content is lvl 60+ stuff. If you have one or more 60s and are possibly involved in endgame raiding, then it is pretty much a mandatory purchase (at least imho).

its new races not new classes ;p
well, if u hated 40men raid and always wanted to see smaller instances that can potentially be more challenging than 40men... expansion does it =p

Thanks for that and you did answer my question but another part to it is that when you add the expansion is everyone still on the same server or is it different servers? ie. if i had the normal WoW not the expansion and a friend of mine did would we be playing together?

I'm fairly sure it's all going to be one gameworld so we should all be able to talk to each other as far as each realm is concerned. At least for all the existing realms.

All information released thus far seems to indicate that expansion characters and non-expansion characters will be mixed on the same server, i.e. all servers in existence will be (potential) expansion servers. If you stop and think about it, you'll realize that it would be a logistical nightmare for Blizz to do it any other way. Setting up expansion servers, allowing for current endgame raiding guilds to migrate to it (but only with their expansion characters), balancing server population, impact on the economy etc - it would get pretty messy. Moving high end 60+ characters to a new server on which the Ahn'Qiraj event has not yet happened is also a major no-no.
So yeah, as soon as you purchase and install the expansion, all the expansion content will be live on your server - whatever server that might happen to be.
And to Naolin: I knew that BC introduces new races, not classes - that was just a minor slip of the keyboard ;)

I dont think the people with the normal WoW and the people with the expansion WoW will be together on the same server because its a bit wierd if you ask me, because will the normal WoW people see the same things as the expansion WoW people? I dont think so... so yeah maybe its just a whole different set up.

So is the expansion out yet? If so what countries if you know and how much will it cost btw im in Australia
Also i reckon the new horde race Blood Elves pretty much sucks how they can get the class palidin so they're letting the horde take the alliance's own special class, so i dont understand why we dont get shamans!... anyways you can take a look your self at http://www.worldofwarcraft.com/burningcrusade/

People without the expansion will be able to play alongside people WITH the expansion pack on the same server w/o problem. Examples:
- A draenei shaman can join a Scarlet Monastery group made of 4-non expansion pack-ppl.
- A L70 Blood Elf Priest can participate in a 40-man raid on Black Wing Lair and give people w/o the expansion Rank 7 Fortitude (current max rank is 6).
- People w/o expansion cannot go into the Dark Portal, cannot use Socketed Items (they might be able to loot them, but they definately can't use them), cannot learn Jewelcrafting

Not out yet. Price is unknown atm. I suspect it will be ditributed to all countries that also sell 'plain WoW'.
Alliance also gets shaman. Now Horde can have paladins (ONLY Blood Elfs though) and Alliance has shaman (ONLY Draenei !!).
--> No Orc Paladins or Night Elf Shaman !!

I'll just add that sometime before the expansion is released, there will be a big content patch - this patch will contain all the models (armor, weapons etc) from the Burning Crusade, and it will ensure that this content will be viewable by the people who choose not to buy the expansion. This will allow non-expansion players to see (and probably envy) the Tier 4/5 armor that expansion players will wear while strutting around IF and Orgrimmar :) Think of it as product placement and/or direct in-game marketing..
I also expect that BoE blues and epics from Outland will start appearing on the AH, and that non-expansion players can choose to buy said items if they want to. Granted, they might not meet the level requirements for these items (think blues with a minimum level of e.g. 64), nor will lvl 60+ mats be useful to them in any way.

New raids will be capped at either 10 or 25. The old ones can still be done with 40

Everyone will be on the same servers. It's just in order to access Outland, or to play as one of the new races, you will need to have the expansion.

That doesn't even make sense. Every other MMO (I can think of) with an expansion, the people with the expansion had more options and opportunities, but the expansion didn't segregate them apart from the non-expansion people. You have any idea how expensive basically doubling the number of servers worldwide would be for Blizzard? It just isn't even remotely practical.

Did you even look at the Alliance race? Check the Draenei, they can be shamans AND paladins.

I disagree...this is entirely do-able, and EQII did it...
I doubt they will move you to a diff server merely because you did or did not buy the expansion. Folks with the expansion may be able to activate things the other folks couldn't activate...

Not sure if Blizz will handle this the way sony did with EQ but yes, everyone was on the same server. People that didn't have the expansion simply didn't get to enjoy its content. When new mounts came out, the people without the expansion couldn't even see them they saw random other char models instead. I think 99% of people will buy the expansion right away, if you enjoy the game I can't see why you wouldn't.

Everyone will be on the same server. Blizzard have confirmed this. There will be a content patch at the time of release so that people without the expansion can see the new races, mounts, weapons and armour

I could be off, but I believe you can level to 70 without the expansion. Just no new races and no new areas and no new crafting skills. Full interaction with expansion characters as people have said.

Nope, they said you need the expansion to get to level 70:
Subject: Re: Question About Leveling in BC
That's kinda contradictory...Tseric said that players without the BC will also be able to level to 70. Is that going to be implemented at a later time than the BC release date, then?
Players without the expansion will not be able to level to 70. Tseric has already corrected this statement in another post. We were beta testing a new version of Tseric earlier this morning, and preliminary testing revealed this version to be slightly buggy. Until further notice, we'll continue to utilize the properties of the original Tseric.
We apologize for any confusion this matter may have caused you.

Since I've only read the first page, 1. No, the expansion isn't out yet. 2. Yes, people on the same server currently will still be on the same server as the non-expansion pack buyers. 3. The expansion is well worth it IF you have at least one level 50+ char, because it's going to be at least 2 1/2 more months until they release BC, so, that should be plenty of time to get your 50+ char up to 60, even if you work near 24/7.
