Does anybody know how to calculate the proc rate of seals and judgements?
For instance, are they proc-per-minute or proc-per-hit?

What do you mean proc......on a seal or judgement....a seal spell you cast on yourself and you get the benfit imedietely.....you judge it and you get the listed action of the judgement immedietely.....they don't proc.....
If your talking about a judgement of Seal of Command critting.....that isn't a proc either, its subject to the standard weapon rule system that standard melee uses.
Procs are typically a proc per minute system and usually refer to enchants or innate abilites with the melee weapon in use....
I'm not really sure which quetion your asking??? :ponder:

Well the root of my question are my following wondering:
If I judge a mob with Wisdom, will I regenerate more mana with a faster weapon when I hit him?
With Seal of Justice, will a mob be stunned more often with a faster weapon?
These are the "procs" I was thinking about.

ok..now were talking....yes you will regen more mana back with a faster weapon..that judged seal is number of attack based....judgement of light functions similarly...thats why rogues love it...
On justice that is similar to a proc per minute idea...where you are better off with your slow 2 hander it will proc more often based on the lower number of hits..ie ppm. Seal of Command also Functions on this ppm idea..where it deals your extra attack.
I thought that was what you were talking about, but wanted to be specific and not give you bogus info that doesnt apply to all situations.. :)
So in essence yes, both really but on different seals.
Now as far as the numbers go with it...there is documented ppm rates for most paladin spells...as well as your regen as well, don't know the numbers off the top of my head, but someone has posted them before.
