Hi,
The wife has expressed interest in playing WoW after watching me for the last 3 months. I know I could "refer a friend" for 10 days, but I would like to go ahead and have a separate account for her, so we could play together as oppossed to taking turns. How would I do that?

4 simple steps.
(a) Purchase a second computer.
(b) Purchase a new copy of the game and install the game on the new device purchased in section (a).
(c) Create a new account.
(d) Pay a second monthly fee.
Because of the limits of desktop PC technology, you cannot both play WoW on the same PC at the same time.
Because of the way Blizzard sets up their accounts, you need to purchase a second copy of the game and pay a second monthly fee to have a second account.
Simple, but painful on the bank account.

You can skip section (a) if you want, you can log in to both accounts from your game install. But yes, your wife has to buy a own copy to get a CD-key.

I'll quote from the OP:

He can't skip part (a) if he wants to achieve what's bolded.

Sorry for the confusion. I want her try out the game on her own account, so if she likes it (am 90% sure she will since she asked about playing) she won't have to relevel. We have a second computer in a different room, but the "game room" has the big monitor and comfortable chair.
So, can I have 2 separate accounts on the same PC so we can take turns playing, until she gets "hooked"? Then transfer the 2nd account to another pc?

Accounts don't care what PC you use, or what game installation. They only care about the initial CD-key you use to set up the account. You can play from your account in your best friend's PC next door.
Everything essential to the account is stored server-side, so the game doesn't care. (There is one thing that is stored client-side, though. The UI will need to be setup for each PC.)
In other words, all you need is a second copy of the game to enable you to create a second account. There's no "transferring" of the 2nd account needed when she uses a different PC. You just install the game on the new PC and login like normal.

Yup, perfectly fine. Just means not using the remember the username option in the log-in screen. Thus making it easier for both to log in with their respective account and not having to erase anything yada yada yada.

I do recomend you use the 14 day free trial. That way you don't have to pay for the game until you know if she will like it or not.
If she decides she wants to continue beyond the 14 days you go to the account page and convert the account to a full version and she does not have to re-level her characters.
I started playing on my BFs computer and got hooked, but when I bought my own copy of the game I had to relevel my character. Not as cool as if we'd used the 14 day trial thingy.

why dont u just find what servers can transfer over to each other. then if she likes it you can get her her own cd key and start an account then transfer the character over to her account

I'd say go ahead and create a new account for her. My fiance got me hooked but we waited to create the account which can lead to lots of arguing :) I think it might be impossible not to get hooked on wow...

You don't know anything about the transfer system do you? You cannot transfer characters between accounts, ever. Characters that are "transferred" move from server to server, not account to account. Blizzard would never allow it to happen. Think goldfarming and the illigal gold trading is bad now? Imagine what it'd be like when it would be possible to level and sell off level 60 characters without having to trade the farmer's account away too.
Please do some basic reading on transfers before trying to advise someone else.
Characters are locked to the account they were made on.

I recall something about being allowed to transfer characters from one account to another, if both accounts are in the same name.
In addendum, there's also that bit from, I think it was Battleplan II, which dealt with the transfer of characters between accounts, with regards to spouses/gf's/bf's and/or minors with the latter coming of age and wanting to take their characters with them to their new accounts.
The latter being a key aspect, due to permission granted in the ToS for the minor to operate characters on the account of the parent/legal guardian, and the requirement for them to get their own accounts if they come of age.
Suspect that such transfers will require a lot of red tape crossing though.
