An AV question

Hi all, I am working my way towards exalted in AV, I think I am past halfway on the honored bar. That means I have been in a few AVs now, and still I have not been able to figure this out: What makes the medal NPCs spawn? Especially the guy that takes the commanders medals, as these gives the most rep. I always ask in BG chat and never gets an answer. I am getting a bit tired of teleporting back to base to see if the NPCs are there, and then have the long riding trip back to the action. So if anyone can let me in on the secret I would be most obliged.

Basically how those turn ins work is there are wing commanders located at different spots in your enemies territory, ther eis actually a quest you can do for it the first time as well......I'm on alliance side..there is one located in IB tower on the floor, there is one in a tent in frostwolf village and I forget where the third is....if you search some sites that list that type of info you should be able to get coordinates.....basically they are lying on the floor you talk to them they get up and run back to some where around your main base..for allies they are to the left of the vendor in dunbalder..the kicker however, is they have to run there from where they were, so some random enemy who sees them could potentially kill them before they get there....you could escort them back, but that never seems to happen.
