Are their racial traits/spells pretty much set in stone, now? For anyone who's been involved in the Alpha process, how do they stack up? Lastly, can anyone direct me to the most descript information to be found on those traits/spells? I looked on this site's race information section, and it was sparse, at best.

Well, the racial abilities, like everything else in BC right now, are hardly set in stone, and could change as the Alpha, and the Beta progress. I am not certain of a good site to list the racial abilities of the two new races, and I don't believe there has been any information about the new racial spells for each class yet.

Pretty much what Xlorep said. And even if there was someone involved in Alpha here, I doubt they could share information. Alpha is pretty much internal (Blizzard only) testing and if anything gets out. it could cause problems, which is why leaks are really bady
Can't remember the Blood Elf ones.
Draenei (from what we know and have seen):
Blessing of the Naaru: Healing over Time spell. Heals about 1k hp over x seconds at level 70.
Some kind of aura that gives +1% to hit. No information if this is to meele or spells or both and if it will affect everyone in your party
+15 to Jewelcrafting
I'm not sure, but I think they will get +10 resistance to Arcane. Don't ask me why (own speculation)

What im curious about is if you need to have a mana tap charge to release arcane torrent or if you could just do it without.

I do believe that you need at least one mana tap charge to do it. Much like rogue abilities.

A good example of not being set in stone is the switch from Plainsrunning to Kodo mounts - that last-second beta adjustment to get Tauren moving 60% faster without all the bugs.
Anything can happen, and I think there's a strong potential for big changes with the new racials. They may very well be overpowered, given HOT stacking and whatnot. We'll see.

I really like this one. If you are playing a non-healing class I expect it’ll come in very handy. And the icing on the cake, so to speak, is that it can be cast on others.
I expect most Draenei will be shaman, at least at first. And I must admit to being tempted, as I’ve only played a shaman to level 20. But I may go with a mage. I don’t like playing as a gnome. So I’ve not been able to play my gnome mage past level 40. A huge, muscle bound demonic mage might be fun to play. And having a heal spell available will make it that much nicer.
