Just one quick question...I have created a few characters human rogue, and a human warrior. I would like to have one of my mounts be 2 of these 3...sabers, rams, or mechostrider. I can't seem to find many gnomergan exiles to go quests for. Are their any other way to get rep for the major factions? The war effort has started on my server so are alliance commendations signets a good way to go? Any advice on getting my rep high enough to buy those mounts at 40?

You can do a cloth turning quest for each of the race's in your particular faction. The cloth turnin quest NPCs are in each of the major cities, I think they are called "Quartermasters" or something.
FYI -- humans can't ride mechanostriders. Only Dwarves and Gnomes can.

Really Dark Helm? Humans can't ride Mechostriders. That makes me sad. I thought I would go and be different. I have always wanted to see a human on a Mecho, maybe that's why I haven't seen them.

Numerous quests also give alliance-wide rep.
Also, the Lunar Festival gives you a chance to get up to 2500 rep with all the races of your faction just by talking to ghosts all over the world. THey aren't always easy to get to tho, especially the ones in opposing faction cities and upper level instances.
And yes, mechanostriders are the most restrictive mount for alliance with regard to which races are capable of riding them.

EMF - The war effort is ABSOLUTELY the best way to get rep with cities other than your base one. Do not miss the chance if you are serious about getting a mount from another race.
It would be difficult, perhaps impossible to get enough rep by 40, though. If you just quest to 60, you'll generally get enough rep to be some way into Revered with all Dwarves, Night Elves and Humans. From there you can use the commendation signets from the War Effort to push up the rep with Night Elves and Dwarves (presuming you're human).
Probably the most optimal way would be to get signets from one of the bandage hand-in quests once you hit 40+ - In your high 40s you could farm SM Graveyard or the like for silk, turn it into bandages, and they hand in for 10 signets on the first hand in, 5 signets on hand-ins thereafter.
The lowbie ones don't give enough signets to be worthwhile, really.
You could, at 55+, do a "dual-purpose" rep grind, and kill the higher level undead mobs in the plaguelands for runecloth (whilst acquiring AD rep up to honored iirc), then hand that runecloth in as Runecloth Bandages via the "The Alliance Needs More Runecloth Bandages!" repeatable quest, getting 10 signets, which can be turned in for 75 rep (82 rep for a human like yours? I think) with your chosen faction. I can't see any way to grind the rep quickly sub-40, though, if I were you I'd concentrate on levelling ASAP if you're serious about cross-faction mounts.
As Xlorep says, if you miss the War Effort, you can still gain rep by handing in Runecloth (first you hand in 60 Line for 150 rep (165 to humans), then 60 Wool, then 60 Silk, then 60 Mageweave, then 60 Runecloth, each for 150 rep iirc., then you can hand in further 60 Runecloth units for 50 (55 to humans) rep each.
Still, I'm sure you can do the math - During the War Effort - 20 runecloth = 10signets = 75(82) rep. After the War effort 60 Runecloth = 55 rep. so that's three times less advantageous.
I'd strongly recommend getting to the 50s or even 60, though, rather than trying to achieve it around or before 40.
One other thought is, if you JUST want a ram, you can get one more monetarily efficiently by going to Alterac Valley over and over until you have Exalted rep (it shouldn't take more than 80 hours in there, these days, and I know that's a long time, but AV is fun, honest!), and then buy the Epic ram for what will be, what, 8g? Pretty cheap. So I'd recommend using the signets in Darnassus.
I think all the quests, signet and cloth hand-ins will give the same rep whenever you do them, so it doesn't really matter what order you do them in in this particularly case (very different to grinding Argent Dawn or Cenarion Circle rep).
And yes, I do spend waaaaay too much time thinking about rep grinding.

I concur. The war effort is absolutely HUGE for anyone trying to gain reputation with another of their racial allies. I was rather disappointed that my server ended the war effort so quickly. I took my level 60 rogue to one of the magic mob camps, one where it’s impossible to kill off all the mobs no mater how fast you kill, and farmed leather. Lots and lots and lots and lots of leather. It helped, but it wasn't nearly enough.
Unless your willing/able to throw a lot of money at it, farming rep for a cross racial mount is a long and time intensive process.

My fiance is approaching 60 and we play on the Sentinels server so the war effort still has a ways to go. He is curently grinding a few hours every day...maybe I can get him to send me some runecloth bandages so I can trade in. Call it the advantages of playing on the same server. :) And by the way, thanks for the advice and I will keep you posted on my progress.

I actually never got 1000/1000 always 999/1000..
