Can you switch 'tween PvP and PvE?

I am, as my name suggests, an extreme newb! One of the major questions i have is "Can you switch between PvP(orFvF) and PvE worlds." I want to know this because i plan to train in PvE until about lvl 25-30 then switch to PvP

NO, getting ganked is part of geing on a PvP realm, hense they won't let you switch to one once your leveled up. If they did allow it you could go PvE get all geared up without ever being hassled by the opposition then just run around all day with your PvE epics ganking people. Not a very fair thing to allow.

either there not many people here, or my question to stupid to answer. If that is the case then i would like to say that to me, it is an important question, why else would i have taken the time to sign up for this forum.

As a general rule, you should expect to wait more than 9 minutes for a reasonable answer on forums. If you want an immediate answer, ask ingame.

You go to PVP, you stay in PVP. Same with PVE. However, in PVE, you can choose to PVP or not to PVP. In a PVP server, expect to be attacked whenever you are in contested and hostile territories.
