Well I was just thinking that for casters you usually want to save some mana instead of using it all I thought, why dosn't someone make a mod that allows you to set a certain amount of mana you want to keep and when it gets that low it won't allow you to cast any spells? Then of course there would have to be an easy on/off button so you could click off to use the reserved mana when needed. This mod would probably be very usefull for many.

Heres a rough draft of what it could be like... definatly needs refining:

Should be a draggable window (maybe add a little compact so only the on/off button shows and the compact/uncompact button shows)
#1 would be the on off button, Blue for on, Red for off
#2 would be check boxes to select which feature you wanted
#3 Is a slider where, if checked off, you can use the slider to select how much mana you would want to keep before it blocked you from casting (shows in %)
#4 When checked off it allows you to type in the ammount of mana you want to keep

Could probably be more compact

Could probably just use the slider and have the percent and number of mana shown at the same time.

Not sure after that.

Of course this is all on the presumtion that you could somehow block yourself from casting spells by setting a limit and if someone can make this seeing as I have no construction kit or any knowledge of mod making.

Feel free to change things around, this is only a basic idea.

and if it were made would it be possible to put my name (Encarton from Greymane or just Encarton works) in the credits?

So I guess this is already a mod or no one likes/looked at the idea. Eh well

IS it really that diffiicult to look at your mana bar, notice that you're ar 10% mana, and stop casting?

Not being able to cast seems a bit drastic to me.

I'd recommend Low Health Warning (http://www.curse-gaming.com/en/wow/addons-3385-low-health-warning.html) instead. It'll give you a great animated blueish hue along the edge of your screen when your mana becomes too low. Very nice looking.

SCT already warns you of "Low Mana" don't know if the built-in Floating Combat Text does too, but SCT is way more configurable...

I'm not sure this would possible (in combat) in 2.0 anyway, is it possible to intelligently not cast spells?

I would say "no". You can't change buttons or bindings during combat. If a spell is bind to a button, key, or mouse button it can't be removed during combat.
