I usually pay for my time using pre-paid cards...

now when i first bought the game almost a year ago i used a credit card, and i used that on my subscription then changed to prepaid..

now it shows me that if i dont add new time onto my account i will get my credit card billed on the 30th..

is there any way to remove that credit card payment option so that on the 30th the account just "turns off" (or if i add a card it just adds the time only)

ie: i don't want blizzard to have my credit card info.

Just cancel your subscription...It will remove your CC info, and will keep your account active until the paid time runs out...

what happens when the paid time runs out? ... does my account dissapear?

No, it will just stay frozen until more time is put into it.
