Yes...You need to earn them the same way. But, yes, they are available.

so i have got a rank of private (rank 1), and on the WoW-Europe site it says i should be able to get a Private Tabbard.

Yup, you can buy one then from the relevant merchant iirc. Don't PvP much myself.
