You get a better chance of an answer if you make a screenshot and post a link to it. Nobody want to download a big movie to answer your question.

Here is a screenshot. One of the addons I'm searching for is in the middle of the top(i marked it). Maybe anyone knows it.

Yes it is emergency monitor. You can enable it in the CTRA settings. There are alternatives as well, just search for emergency monitor at your favorite addon site.
