Ok your lag in that screenshot is fine so I assume you want to get a better FPS?
All of your shader & detail options are set to minimum already. The resolutioin could be knocked down a notch, it's the one in the top left corner and at the moment reads 1280x1024. Change this to 1024x768, this should improve the framerate a bit, but will make everything look bigger. If the bigger looking UI is a problem for you then you can click the 'Use UI scale' box (beneath the resolution) and use the slide bar to the right of it to reduce the size of all the windows.
The colour depth may also be reduced in the top right box. At the moment it is reading 24-bit colour, 24-bit depth and ?x Antialiasing. Reducing this setting will also improve performance but will make WoW look less pretty.
The only other thing I could suggest is to remove some of your addons. You seem to have a heavily customised UI and each addon takes up some memory and processor power which will also lower your frame rate.

Your system isn't resizing the image. Either the monitor or the graphics card.

This little app will automatically detect and set the right monitor refresh rates....
just make sure you have all current display and graphic drivers.... or possibly the forceware drivers...
What video card do you Have, i'll be able to point you in the right direction...

Hmm if you are playing on a laptop or flat panel LCD screen then it may have to be run on 1280x1024.
