You have to get your first aid skill up to a certain level then return to where you did the artisan quest, he will now teach you how to make heavy runecloth bandages.

I thing the "certain level" is either 280 or 290, I cannot remember.

For Alliance, the doctor resides on Theramore Isle in Dustwallow Marsh. You need to have a First Aid skill of 290 to learn how to create Heavy Runecloth bandages. And iirc, the doctor can teach you for free - provided you have the skill for it.
