Can Quest Tracker be moved?

Can the Quest Tracker, paper doll icon and the buffs be moved. I have a bar set up running down the side and the tracker and paper doll always go over this making it hard to see. The buffs and aspects sort of run into the mini map and needed to know if these can be moved around.
