Where do i Learn 375 Enchating for TBC

Well i am wondering when i buy TBC I want to know Where and what person i need to talk to , to become a 375 enchater... because b4 i start my Journey in the Outlands i would like to get some stuff Dis-Enchated and lvled up a bit..
