2ndary Skill books in Outlands...

Anyone know the locations of said books? Can anyone confirm for me wether or not these books are BOP? I read somewhere that they are not, and that non-BC flagged accounts can use them to get Master skills (though you'd have a heck of a time leveling to max them without setting foot into outlands...well, except for fishing!).

Regardless...anyone know the location of the book vendors (alliance for me, but I'm sure Horde would be interested in the locations as well)?

Names of NPC's and/or title of the book would be appreciated as well.
