I doubt such a thing exists but I might as well toss it out there. Is there a program that allows one to load a program akin to WoW only in the fact that it loads Add-Ons and the WoW textures/fonts and the like. Something that would allow a user to edit and plan out their UI without having to log onto the WoW server themselves and maybe even use the Interface and WTF folders to allow a user to create their UI then transfer it over to WoW. Something akin to WoW UI Designer (http://www.wowinterface.com/downloads/fileinfo.php?id=4222) but for the entire interface rather than GUI windows and pop ups.
