Promote Twinks

How about moving all twinks into the next level bracket. A 19 rogue twink would still kill a 20 and her whole family in seconds but have to work to kill a 29.

I just park my twink in enemy territory and try to duel ???'s, or I duel higher level players to hone my skills.
