I was wondering if it was possible to remove that fading tooltip or at least make it so it follows the cursor?

I don't know about moving it with the cursor, but with Tooltip Wrangler you can put the tooltip anywhere you want to on-screen and specify which directions it's allowed to grow in. I've found that very, very handy.

If you need just to move the tooltip
Lithe Tooltip Doctor (http://files.wowace.com/LitheTooltipDoctor/LitheTooltipDoctor.zip) is great.

If you want to only get the default tooltip when you want it TipOnDemand (http://www.wowinterface.com/downloads/info6792-TipOnDemand.html) can help you.

If you want control over tooltip contents / placement and a multitude of options then Tooltip Wrangler that was suggested or Tinytip (http://files.wowace.com/TinyTip/TinyTip.zip) +Options (http://files.wowace.com/TinyTipOptions/TinyTipOptions.zip) +Extras (http://files.wowace.com/TinyTipExtras/TinyTipExtras.zip) are very nice.

I use Gymnist, it brings my opened items and tool tips nearly to my cursor every time.
