Can you still get a name ranking left of your name? Because a level 70 Grand Marshall said you couldn't, and I am wondering if he was telling the truth.

No, you cannot unless you had it before. In that case you can drop down from the Character screen (C) and select one you had previously earned. However, I believe the Arena system will introduce new ranks.
