There is a decent gem guide on tentonhammer. Go there and search for "gem guide" and you'll find it. The break gems up by color and by type (e.g., red gems which give you attack power). Another choice is to goto wowhead and list gems.
Whenever I get a socketed piece, I go to the fence (there's one in the aldor/scyer area in Shat). You spend 2g a pop on gems and you get your socket bonus. Now you can spend some time doing research to find the right gems to put in it.

There are a couple of vendors that sell basic gems you can use to socket your items. If you want anything better, though, you will have to either ask skilled Jewelcrafters, or check out the Auction House. Even if I don't need to socket anything, I often scan the Auction House and see if there are any useful gems that someone is selling cheaply. If you can get if for under 2 gold, that would seem to me to be a steal, as the basic vendor ones sell for that much (1.8 if you're honoured). Then just stash them away until I get a new piece of gear to socket.
In the end, though, you're probably best to socket your gear as soon as you can, even with basic gems, if for nothing else than to get the socket bonus as well as the gems bonuses. You can always replace the gems with better ones when you find them.

There is a vendor in Stormspire (Dealer Seznik IIRC), who has a very limited quantity of green (as in uncommon, not gem color) gems. These are the same gems that jewelcrafters make... you can just buy them.
He's right next to the grandmaster jewel crafter and enchanter trainers.
