doesnt matter which of the 2 you are :)

Go to Hillsbrad Farm (either from Southshore or Tarren Mill) and just kill a lot of farmers. Drop rate is quite good and you dont have to compete to share the wool that drops in an instance.

The gnolls in Westfall are good for it, also, Deadmines, if you go there with a mate, preferably 50+, and ask for 5 runs :) You'll get around 100-150 wool.

For the horde in the barrens, there are some dwarves south of the Camp T and east of the Blackthorn ridge that have a good drop rate. They will drop silk on ocassion. From there go south to 1000 needles and grind the centaurs for silk and wool drops.

If you are lvl 15 there are not many mobs that drop wool, once you hit 20 (which shouldn't take too long in the Barrens) there are plenty of choices.

My favourite is the timbermaws in Ashenvale. You get a quest to kill them from Zoram'gar Outpost, and there's a Crossroads quest that takes you there (Warsong Reports). The timbermaw are plentiful, spawn fast, and the ones outside are easy to pull singly. If you go into the cave it will be harder.
