ok this may sound silly but i wonder about it. Can a level 1 if he was somehow decked out in artifact items from head to toe beat a normal level 70 player with some purples items mixed wit blue ones?

Only if the lvl.70 just stands there. Even then it would take a long long long long time.

Nobody can answer that because there are no level 1 artifacts. It just doesn't make sense.

I think that the video is not true. Well yeah you can kill a 60 if he/she won't fight back! but lvl 1 with a mount? and those gears? naaahh..:ponder:

Also, not to get too technical, but you can't trade with an opposing faction, nor were any of those items BOE so yeah, in terms of game mechanics that's not accurate.
