In a small town / refuge / etc. that is contested - do guards always attack any player that is attacking another player of the opposing faction?

Like, I noticed in some contested areas that the guards will quickly attempt to come to the rescue of any player being attacked, but other cities don't.

Un'Goro Crater - Marshall's Refuge - a ?? was attacking me right in the middle of the refuge, but the NPC's did nothing. Same with Booty Bay. I had players shooting at me and guards were just standing there.

Is there a certain time / situation when guards do or don't help out?

ONly certain towns i think like gadget, booty bay and what not.

If the guards belong to a major neutral city (Everlook, Gadgetzan, etc), they will attack. But there are a few places (the small camp in STV, Thorium Point, etc) where you can safely dish out gankage.

Edit: At Marshal's Refuge in Un'Goro, you will be attacked for gankage if you're near enough to the FP, as there are Bruisers from Booty Bay there. But if you're like 20 yards or more from it, you're safe.

There are some spots in BB and in Rachet where you can gank and not get caught. Been the victim of that a few times.

Their are gaps and not all places have guards, especielly if their only a small quest hub. All marshalls refuge has is guards around the flightpoint.
