For a rouge twink I would spec heavily into Cheekbone Emphasis, with a few points put into Youthful Exuberance. You'll definitely want to make sure that your shade of red is subtle, not TOO red. If you go TOO red, you'll just get pwned by those who spec heavily into Fine Lines that come with Aging.
