CTScreens.net will auto-convert on upload. Signup's free.
Alternately, you could've tried Googling "<extention name (TGA)> converter".
Ifranview http://www.irfanview.com/ is a good free image viewer that view and convert many image formats. The next step up would be The Gimp, however that is more than what most need to convert image formats.

Sounds like Bongos to me. Try typing in /bongos and seeing if it opens the menu. If it does then you'll want to drag the bars to wherever you want, then check off the 'lock bars' box at which time you'll be able to drag buttons to your hotbars. The visability tab'll let you turn off the extra bars.

Yeah, definatly Bongos. /bongos will bring up your menu http://uifiles.worldofwar.net/upload/pics/Bongos%20Defaults_20070109.jpg
The menu is on the right under the minimap. You'll want to check off the 'lock bar positions' option.

By the way, this is a perfect example of why installing a mod pack with a bunch of mods that you didn't even want is a bad idea.

@ Tunga packs aren't so evil as you may portray. They're great for people new to modding, or those who think they'd like to try out something new. You can never really know all the mods out there and will never get the chance to sample them all so how to choose what to use?
I didn't know what I wanted when I started, and while I didn't personally, I did watch over someone else's shoulder who used a mod pack and cherry picked what I wanted. For some people packs are a great exposure to new material they may not have otherwise tried.
He got a pack, he'll figure out what he uses and what he doesn't and be free to either just disable them, delete them or ignore them.

I am a perfect example of what Erept0r just said. I am very new to all of this and I dont know what half these do.
I primarily play a hunter and realized I need to get better control over my ui. I was using cosmos for awhile but I knew there had to be something better.
I think packages are great.

I did actually "laugh out loud" at this one. And there is much better than that.

They go down pretty much every Tuesday from around 5am to around 11am PST. On Mondays, on your sign-in screen, it tells you when they will shut down the next day.
