Well, one way is to use archaeologist addon, it will allow you to see party/target health and mana numbers. Or you can get a unitframe addon, some of them do it as well.

ag_unitframes is one. CT_Unitframes is a very basic solution, if you like the standard unitframes but only want to see health/mana numbers.

If you want to see absolute values for all units including mobs, I believe you would need a mod that *guesses* this value based off of a few different variables, since for the most part, as far as I know, absolute values aren't available for mobs or enemy players.
