2. Whats the purpose of Battlegroups?

1: No clue, if you want info on a specific server visit the realms forums on the WoW site. If there are long ques or disconnection, or a bad player ratio, it will often be visible at the forum. Bear in mind that the WoW forums overall are very negative, and someone complaining, might state there is a problem other players never heard of.

2: Battlegroups are several servers sharing the Battlegrounds. This has been implemented to slow down the ques for joining a given BG. Before the Battlegroups, some servers had very long waiting times for some of the Battlegrounds. So basically it ensures that there are more people playing.

Why do you thinking I'm asking here. I heard that in order to get the Area 62 server you have to pay a fee. Is that true? There is another server I am curious about that I could find no info on which is called Icecrown.

You have to pay the monthly fee of $15 no matter what server you play on.

That's if you want to transfer an existing character to the realm, to create a character on that realm you should not need to pay.
