I have a hunter I use only to PvP. He's a gnomish engineer, and I've been considering the gnomish mind control cap, and it's utility. In order to use it, I would have to dismiss my pet AND use it on an enemy that wasn't currently in combat, correct? Is it worth it, being so dependent on circumstance?

It is awesome in world PVP. An alliance lands at a Flight path? Mind control them, have them attack thier flightmaster, and then take off running.
It has an insane cooldown...so it is exactly "effective" just....fun.
make one, and equip it whenever its on CD, just for a few seconds of "cool"

yeah...i guess you're right. It's fun, if nothing else. I know, however, that it used to be a vital tool in BG's...and may still be for all i know(even though I've never had it used on me). To take out an opposing enemy, make them attack another enemy, AND blow all their CD's? That's the stuff that 4v1 victories are made of.

Well, the only problem is, I highly doubt that the other 3 people would attack their own player....and instead go after you. So, you would have to be in a really great hiding spot and hope it didn't backfire. :)

well...i just meant that it takes him out of the battle, essentially. in the 30-39 bracket, a hunter should be able to take out someone 3v1 in 20 seconds...possibly 2, if one's being beat down by a warrior.

It's a really nice trinket mainly because it blows a lot of your targets cooldowns in the 20 seconds it is active. I used it a lot in 1v2 situations, because then when it backfires, it isn't that bad (they can't attack you if you're their pet and can't gang up on your friend if you don't have any). However, it is now out of combat only and that makes it a lot worse than it used to be. Especially as a hunter (or warlock) I wouldn't bother with it because you can't use it while you have a pet like you said. Note that it can also be used by goblin engineers (just not made).
To switch trinkets I suggest something like TwinTrinkets or TrinketMenu, where you can queue trinkets.

You're thinking of priest mind control. This is not possible with the trinket. The trinket is quite different from the spell.
Priest's Mind Control
The priest channels the spell and therefore can't do anything themselves while they are mindcontrolling - they are basically playing the other player. However, in PvP (any player target) the priest can't use any of the special attacks, so will not cause any cooldowns. They can use auto-attack, so you can make them attack the flightmaster (except that the flightmaster will already aggro on his own before you can hit attack). Any damage done to the priest will immediately cancel the control.
Engineer's Mind Control
The engineer casts the spell instantly and turns either himself into a pet of their target, or (hopefully) his target into his pet. The engineer can't do anything to steer the pet during the 20 seconds, not even make it attack a certain target. But it will automatically defend you and attack anything that attacks you all by itself and will use special abilities at a surprisingly fast rate. This means that during the 20 seconds, the engineer can keep playing his own character, so unlike the priest, he is attacking together.
Hope that clears that up. Unfortunately I'm sure not for the last time.
It was when I had the trinket. I used to sit outside of the range of the flight master in Redridge Mountains. As soon as an ally would land, they would be dead by their Flight master.

Yeah I was just checking it - I guess it did have a pet bar, I just never saw it (stupid custom UI's). I know priest mind control had a pet bar (played one). I haven't played with the hat in a long while now since it fails even more at high level - not really worth it equiping it anymore (specially considering that it is not a trinket! lol and head items have a lot of stats even the only metagem etc.)
