How does the XP work? Do you XP for the amount of time your are logged off for? I have no idea.

When you rest at an inn for a while, your exp bar goes blue, so while having that blue bar during your fights you get double exp, I think.

Hit the nail on the head. The longer you stay in the inn, or in a major city, the higher your blue bar goes.

One Bubble of XP is gained every 8 hours you rest at the inn (5% of a level), up until a maximum of 150% of a level.

Spot on :) I always try to level my characters with rested bonus, however I usually wait until Im in the 25-30 range before doing this.
When I hit 30 I log out in a pub or city then play my other chars for 10 days to get full rested then with quest grinding usually gain 3 levels before RB runs out then simply rinse and repeat

Is it really worth waiting, even if you only have one character or does the exp bonus get canceled out by the longer downtime?

It doesn't get cancelled out, but it caps. With only one character, I wouldn't say it's worth it - but if like the majority of players you have a whole server full of alts then it can definately be worth it.
Besides, if you are venturing into the brave and exciting realm of PvP - you might want a few alts for those long days when it feels all the Alliance Boyscouts are out camping and roasting marshmallows. Hmmm...
I wonder if Blizzard would put a few mailboxes in random locations in Stranglethorn. The Horde could then wander around with impunity as all the Alliance would do is dance :grin:
