Hitlist mod request

I'd like to know if there's a "notepad" mod available. Something that i can open as easy as I open my Titan bar or Atlas on which I can type stuff. I'd like to keep a KOS hitlist handy. I'm not the sort for whom "red = dead" but sometimes people gank me at extremely inopportune times or sometimes people camp me and I am the vindictive type (venomous venomous vengeance) and I'd like to remember these people and get them under my heal whenever possible.

so... is there a notepad, blacklist or hitlist mod?

Can make general notes e.g. the lists.
But can also 'note' Players so that their names are highlighted in chat and tooltips are flagged when you mouse over them, etc.
