I've seen in some players' UIs that their unit frames show their health/mana and the health/mana of their target like for example 6.7k/10.4k and not like 6700/10400 which is the normal thing.
How is it possible for me to do this?

It is most likely an option of their unit frames mod that allows them to do it.
