I don't have any toons on a PvP server...
1) Can you walk around not PVP flagged or are PvP servers special in that you're always flagged for PvP? I see people talk about leveling and the need to watch your back all the time. Why not just turn off the PvP flag...or is it "rude" to do that on a PvP server.
2) I've read that toon names are more restrictive on PvP servers. Is this true? What do they mean by more restrictive?
3) I'm totally new to PvP...what's a good server to try it out on?

1.) You can walk around without your PvP flagged only in your allied places (main cities, 1-20 leveling places etc). Your PvP flag is automatically turned on once you enter Contested Territories or Enemy Territories, so no, you can't simply "turn it off".
2.) I haven't heard anything about that, so I'm not sure
3.) I play Horde on Crushridge and plan on playing an Alliance toon on Darkspear, but I don't play much.

Names are more restricted on RP/PvP servers, not on regular PvP servers. It might be worthwhile reading the PvP Server ruleset (http://www.blizzard.com/support/wowgm/?id=agm01654p) though as it is a bit more lenient than a PvE Server ruleset. The key points are:
Corpse camping, tricking somebody into a PvP scenario and killing somebody well below your level are considered acceptable and will not be addressed by GMs.
In ongoing harassment they will not intervene when there is a PvP resolution to the problem.
As to a good server, that's a tough call. The official forums will give you a rough idea of what works and what doesn't work for each realm. Ideally you would be looking for a medium to high population. A few of the forum members (Stigg, Kollegegurl and so on) are on Kalecgos.

1) In contested zones only (which means every zone execept the lvl 1-10 and lvl 10-20's. The barrens (10-25) is not contested but lvl 15-27 zones are contested.
2) Only for RP and RP-PVP servers
3) It really depends. I have a feeling if you pick a low population server, you don't run a high of a chance of being ganked by bored high level players.

I also play on Darkspear for Alliance twinks. Crushridge definately has some very good Hordeside twinks.
I have seen a good showing of Darkspear Alliance and Crushridge Horde in every bracket as stopped to pvp while leveling to 70

I'm really into my horde toon I rolled up on Emerald Dream, rp-pvp server, and I've made it to level 38. It's very different from my old, "normal" small population server.. and that's what I wanted. ;)
As far as being "more restrictive," I think it's an RP thing not a PVP thing, like if a cranky RP'er sees the name "Hotfirechick" on an RP server they can /report it so that a GM will change it to something less personalized.

1) What everyone else said. If not in your home area, watch your back. When leveling I typically waste 1 hour per night because of high levels ganking in lower level areas. When they say horde get borde, they aren't kidding. STV on my server is murder for low levels of all factions and some days is impossible to navigate through because of the sheer number of 5-man horde teams (all 70s) teaming up to waste level 30-40s. (note: I see their levels when I log into one of my 70s, tsk tsk for shame ya'll).
2) What everyone else said, again. RP rule only
3) I play Stonemaul AC side, which is actually a well balanced server in the scheme of things, almost a 1:1 ratio of each faction. Biggest complaint: Don't expect help from anyone if you are getting ganked; goes for either faction too.
