Lots of Discord (Unit Frames and Art) plus numerous Ace2 mods, the CT_Mod package and others. I do not if the complier of that UI in the SS has released it.

I know the little AutoShot timer is a function of the zHunter mod. I also see ChatMod (http://ui.worldofwar.net/ui.php?id=1942) in there, probably Bartender3 for the action bars as well. Skinner for the black bar at the bototm with, like Xinh said, DiscordArt on top. Fubar on the top.

But yeah, again like Xinh said, possible the UI hasn't been released either.
