I noticed this: If you're in Outland grouped with someone in Exodar, the mini map will show directions to your group member in Exodar. Did anyone triangulate the Exodar's location yet ?
And what about the Bloodelf starter area ? Is it located in Outland, too ?

They are on a seperate server with the outland stuff (seperate from the azeroth stuff). You can tell this by the different loading screens when changing locations.

Wait. Huh? Both the Exodar and Silvermoon are in Azeroth. That has the sound of a minimap bug, rather than anything else. Or am I misunderstanding the question/statement?

In the game's files, Exodar and Silvermoon and the new surrounding areas are actually located on the same map as all of Outland. They're all together in one big file in the MPQ. If you have WoWMapViewer you'll see what I mean.
It's a shortcut Blizzard took to streamline the traffic of characters to/from the world server that handles all of the Burning Crusade areas. This has the amusing side-effect of giving you arrows pointing to your party members in Outland while you're standing in the new starting zones, and vice-versa. It's just a little oversight by Blizz that will probably be quietly patched sometime soon.
