If I have a level 1 toon (xp wise) with alchemy...is it possible to level him to lvl 375 alch while remaining a level 1 toon?

No. The trainers who teach you the upper levels will not teach you until you are X level. I don't know the exact number, but your level 1 would be stuck at around 175-225.

Level 50 is required to raise the max alch level to 375

Only gathering profession could get 300/300 at level 1, not sure if the trainners in Outland (for Skinin/Herbalism/Mining) have a level requeriment.
Edit:
Not sure, but seems like need to be level 5 before to get a profession.

Profession Level 1 - 75 (requires level 5)
Profession Level 75 - 150 (requires level 10)
Profession Level 150 - 225 (requires level 20)
Profession Level 225 - 300 (requires level 35)
Profession Level 300 - 375 (requires level 50)
That's any profession, not just alchemy, but does not seem to apply to gathering skills.

plus the aggro you'd generate in areas picking rarer herbs in higher zones is scarey to think about!

there is no way a level one toon could get to 300 of any gathering skill? how would he/she do so?
edit: unless you had a high level holding your hand in the higher areas.

You don't need to be an herbalist to be an alchemist. I was thinking of having my lvl 70 toon gather herbs and send them to the lvl 1 alchemist.

Did you read any of the replies, the earliest you can become an alchemist is level 5 and even then you can only get up to a skill of 75.
People were mentioning herbalists as you "could" get to level 300 in herbalism, mining and skinning as there are no level requirements on gathering professions.

this would still be impossable. with all the areas you would have to venture to, to gather the required herbs you would end up leveling with just the xp given for exploiring these areas.
I know of some toons (mostly NE's) that have wanted to start in another races starting area, and in running to thoes areas have leveled just by passing through the connecting areas.

About a year or so ago, You COULD have a level 5 toon alchemist... However, about 6 months ago, they changed it so you would have to level up your toon to be able to level up your professions. I think I still know a level 5 Master alchemist (300), but he can't do any of the BC content or get to 375 as he has to level up.
