Help me with my UI, please.

So far, I've always kept my UI simple. I use Cosmos, X-Perl Unit Frames, CTRaid, and a few specific things like Bagnon, KTM Threat Meter, and so on.

However, I really, really want to get a better-looking UI. This is really the look I would like to achieve:

I think I've gotten the little circles down. But.. what about the thick black bar behind it all? And anything else I'm forgetting? (Also, if the mods are difficult to configure, could you please describe how to configure it to my liking?)

Probably eePanels, let's you create boxes with textures to put behind of UI elements. Never used it myself so can't help with the configuration but I'm sure some others here can help if you get stuck :) .

The picture also includes Fubar with various modules and SimpleCombatLog.

I was told Skinner could achieve those boxes, so you might want to try that out

That looks like Skinner to me, but eePanels can achieve the same thing. Personally I use both, Skinner for frame skins and eePanels for panels but it all boils down to which you prefer, but Skinner can do some things that eePanels can't, and that's skin all of your UI frames (AH, professions, inspect, trade, talents, etc).

They'll clean up your chat log, combat log and give you a better minimap (IMO)

If you are using any chat mod that removes the chat scroll buttons, those mods will enable you to scroll using your mouse wheel.

Similar situation with map mods that remove the +/- buttons to zoom your MiniMap, instead they allow you to zoom using the mouse wheel
