technical forum would be mroe appropriate... but anyway, any Axp class processer with 1+ ghz or P4 class at 1.6Ghz would be plenty for CPU... RAM speed isn't as important as having a good amount of them, 512MB, although i've played on rigs with 256 and they run fine. and any geforce 2 class or faster vide card would be fine. as you can see, wow doesnt require big hardware investment at all. most oem PC with discreet or non-intel integrated video would be fine.
but of course, it depends on what resolution you want to run the game at.

I have an AMD processor running at 1.8g, 1 gig of RAM, 128 MB n-vidia vid card, and WoW runs perfectly. When I first loaded the game it was 512 of RAM and 64 MB vid card and WoW ran a little choppy, so I upgraded both and haven't had problems since except for the occasional lag when there is a LOT of action on the screen, i.e., massive PvP battles in Southshore and the steps leading up to the banquet hall in Kara.
